Lufthansa is the largest German airline and the largest airline in Europe when all of its subsidiaries are brought together. They allow pets to travel with them in the cabin and on a few of their flights.
Lufthansa Pet Travel Reservations

Lufthansa Pets in the Cabin Policy
Dogs and cats are permitted in the cabin providing the total weight of the pet plus its carrier does not exceed 17 pounds (8 kg). Each passenger is permitted to bring up to two animals into the cabin. They must be stowed in their container under the seat in front of you when in the air. Traveling with pets in the cabin costs 50 EUR inside Europe and 70 EUR outside of Europe (charged once per flight direction).
Pets in checked baggage policy for Lufthansa
Your pet can be transported in the air-conditioned cargo hold if the total weight of your pet and carrier is more than 17 pounds (8 kg). In the cargo hold, each passenger is limited to two animals, the same as in the cabin (in one or two approved carriers). The fee for medium carriers is 100 EUR for flights within Europe and 150 EUR for intercontinental flights. The fee for larger carriers is 200 EUR for flights within Europe and 300 EUR for intercontinental flights.
Lufthansa in Cargo Pet Policy

Lufthansa Pet Travel Policy - Guidelines for Pet Carriers
Small dogs and cats traveling in the cabin must have a carrier that is no more than 22" x 16" x 9". (Dimensions: 55 cm x 40 cm x 23 cm). To escape, leak, or bite, they must be impenetrable. Medium carriers can be up to 24" x 18" x 16" (60 cm x 45 cm x 40 cm) for pets traveling in the cargo hold, while larger carriers can be up to 49" x 29" x 33" (125 cm x 75 cm x 85 cm). Food and water containers must be attached, as well as sufficient ventilation and a safe locking system.
Lufthansa Pet Travel Policy - More Other Restrictions
Fighting or dangerous dogs, such as the American Pit Bull Terrier, American Staffordshire Terrier, Staffordshire Bull Terrier, Bull Terrier, American Bulldog, Dogo Argentino, Karabash (Kangal) (Anatolian Shepherd Dog), Caucasian Ovcharka (Caucasian Shepherd Dog), and Rottweilers, must be transported in special hold crates (except dogs between the ages of 3 and 6 months, who can be transported in regular crates). Pit Bull Terriers, American Staffordshire Terriers, Staffordshire Bull Terriers, and Bull Terriers are all restricted from entering Germany, but are allowed to leave.
Passengers who want to transport snub-nosed animals, such as Boxers, Bulldogs (all breeds except the American Bulldog), Chow Chow, Pug, and Pekinese; and cat breeds such as British Shorthair, Exotic Shorthair, Himalayan, Persian, and Scottish Fold, are advised not to do so by Lufthansa, though they are Lufthansa Pet Reservation Policy not prohibited. On Lufthansa's nonstop flights to and from the United States, transporting an emotional support dog in the cabin is free.
